Job Title: Utility Billing Supervisor

Department: Utilities    

Classification: Exempt

Position Summary: Manages the utility billing fiscal duties and related customer service, analysis, and administration consistent with the organization’s values and mission statement. Directly supervises the Utility Billing Staff, which include two full time staff members.

Supervision Exercised and Received: Works under the general supervision of the Finance and Administrative Services Manager. Exercises direct supervision over the Utility Billing office. 

Hiring Range: $38.32-$43.11

Pay Range: $38.32-$57.48

 

Essential Job Functions: 

Management

Directly responsible for the water and electric utility billing functions, including processing utility billing, reconciling utility billing activity, authorizing printing/distribution of utility bills. 
Provides support to business services operations in the areas of municipal code changes, rates, and billing software and hardware. 
Assists with evaluating current utilities technology and making business recommendations for system and process improvements including vendor selection and implementation.
Assists with rate setting for the water and electric utilities.
Creates and oversees utility billing related customer policies and contracts, customer service programs. and associated outreach strategies and communications.
Responsible for the management of customer service billing issues and concerns.  Aids customers with understanding of utility rates, billing and account structure, and resolution of billing disputes. This may involve collaboration with Utilities Finance & Administrative Manager, as well as the Finance department and Attorneys office.  Monitors non-payment cut-offs; verifies re-checks for non-payment cut-offs. Monitors delinquent and collection functions.
May prepare, review, and present staff reports/memos including those for City Council meetings.
Lead on Crystal Report extracts, Utilities Database Audits; Rate Studies and associated higher level Utility reporting responsibilities.
Assists Utilities management with leak issues, investigates issues including misreads/no reads, etc.
Assists and advises on ordinance changes involving water and electric rates and fees.
Assists in creating monthly and yearly revenue reports for different departments.
Performs account research and analyses for other departments.
Maintains software integrations including Munis and Oracle daily and monthly interfaces.
Performs financial audits. Perform financial analysis such as budget to actual comparisons and expected to actual comparisons.
Supervision

Executes leadership and supervision responsibilities through sound judgment, focusing on quality improvement, managing, and resolving conflict, fostering a culture of accountability, clearly defining responsibilities and expectations, setting goals, providing motivation and performance feedback, recognizing contributions, and encouraging training and development.
Department Project Support

Initiates and oversees specific projects for the department as assigned.  Projects may support various business functions such as rate studies, budget research, procurement planning, consultant management, and technology.
Cross training and new responsibilities may involve: Cross Connection Control program; Raw Water Accounts; participation in SalesForce permit coordinator and review groups associated with Utilities; Service Agreement and Easement research; and Utilities Analytics.
Training in helping to complete and create fees for both water and electric permits.
Assists in creating and deploying different water efficiency initiatives for City and residential properties.

Minimum Requirements:

Education: Bachelor’s Degree in Accounting, Finance, Business Administration, or related field.

Experience: Three years of progressively responsible professional experience in customer service and financial administration, this may include relevant experience in office management, accounting, billing support, utilities and financial management, administration and customer service, utilities rates, and technology implementation. One year of which must be in a supervisory capacity.

Technical Knowledge: Must be proficient in Microsoft Word, Excel, Outlook (Email), Publisher, Power Point, Access, and municipal financial reporting and billing software systems (or ability to acquire within 6 months). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. 

Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred Candidate: Experience within a Utility environment managing administration, and financial functional including associated IT functions, and experience with metering operations and requirements.

NOTE: This position requires a physical examination and Criminal Background Check upon hire.  Employment is contingent upon passing both a physical examination and Criminal Background Check. 

Position Type and Work Hours:

Regular full time, hours may vary with workload.
Evenings/Weekends/Holidays will frequently be required in addition to or instead of normal hours.
