Position Summary: Performs operational and maintenance functions for the water treatment facilities consistent with the organization’s values and mission statement. Ensures potable water supply and water treatment plants are operated and maintained pursuant to federal, state, and city standards.
Supervision Exercised and Received:  Position works under the direct supervision of the Water Treatment Supervisor.  Additional supervision received based on certification level.

Hiring Range: Operator D- $20.96-23.58, Operator C- $24.90-$28.02, Operator B- $29.59-33.29, Operator A- $32.25-$36.28

Pay Range: Operator D- $20.96-31.44, Operator C- $24.90-$37.36, Operator B- $29.59-44.38, Operator A- $32.25-$48.38

 

Essential Job Functions:
Operations

Performs duties dependent on certification level as outlined in Regulation 100 by the State of Colorado in the safe operation of the Water Treatment Plant facilities.
Monitors sensitive analog and digital equipment, their specific display values, water turbidities, chlorine residuals and fluoride levels to meet Federal, State, and local standards.
Performs the operation of treatment specific equipment and processes including general and scheduled maintenance. Notifies senior operators of any irregularities.
Adjusts chemical feed equipment to meet various plant flow and water treatment requirements.  Maintains and adds chemicals to feeders and reports inventory requirements to Water Treatment Supervisor as required.
Controls backwashing systems and controls, filter shutdowns, drainage, filling of day tanks and chemical application. Understands specific cycles involved with filter recovery and start up.
Notifies responsible staff and management of changes in operations & coordinates work with other departments as necessary.
Works with and around high voltage (120VDC) / low voltage (24VDC) electrical equipment, ensures its safe application in operations, and performs basic troubleshooting.
Maintains and assists with general plant upkeep and appearance.
Water Quality Analysis: Testing and Reporting

Collects water samples for analysis from various stages of the treatment process.  Performs laboratory analysis on processed water, records results in appropriate spreadsheets and, as required by reporting requirements, sends samples to certified laboratories for special analysis as scheduled.  Actively communicates findings with Water Treatment Supervisor and other operators where applicable and receives direction prior to facilitating adjustments.
Operational Safety

Safely Performs duties associated with hazardous chemicals including liquid   laboratory reagents, calcium hypochlorite, sodium hypochlorite, coagulants, flocculants and polymers.  Duties include maintenance on chemical equipment, including liquid chlorine feed equipment, chlorine bulk storage tanks, and polymer feed and storage systems.  Utilize analytical laboratory techniques to determine chemical solutions in milligrams per liter in raw & treated water. Familiar with standard operating procedures and MSDS for all chemicals associated with the Treatment plant.  Maintains files on plant logbooks, finished water reports and plant reports within the treatment plants. Performs filter backwash operations by opening and closing valves in proper sequence and operating backwash and surface wash pumps.
Compliance

Verifies water treatment plants are operated in a safe and efficient manner in order to meet and/or exceed state and federal standards.  Maintains, monitors, tracks, interprets, and inputs data related to influent and effluent water flows, readings on plant meters, gauges, control panels, and level controls in reservoirs and storage tanks.  Performs operations and maintenance to water treatment plant: equipment, structures, buildings, reservoirs, and head gate structures in compliance with applicable policies, standards, laws, and regulations.

Minimum Requirements:
Education: High School diploma or GED equivalent.
Experience: Two years of experience in water treatment plant operations.
Technical Knowledge: Must be proficient in Windows based operating systems and software, PLC, Microsoft Word, Excel, and Email.
Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date.
Special Qualifications:

Must possess a State of Colorado Class ‘D’ Water Treatment Plant Operator Certificate or be able to obtain within six (6) months of hire
OR

Possessing and maintaining of a State of Colorado ‘C’ certification in Water Treatment Plant operations.
OR

Possessing and maintaining of a State of Colorado Water Treatment Operator ‘B’ certification.
OR

Possessing and maintaining of a Colorado Class A water operators’ certificate.
OR

Demonstrated performance as a lead water treatment operator and certified at a level equivalent to the State of Colorado A license with ability to secure reciprocity in the State of Colorado at the A level within 6 months of employment.
NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.

This position requires a physical examination and Criminal Background Check upon hire.  Employment is contingent upon passing both a physical examination and Criminal Background Check.

Desirable Qualifications:

Distribution Operator I License.
Experience in operation/calibration/troubleshooting of analog and digital programmable controllers, PLC monitoring and operations software as applicable to water treatment plants.
Basic water properties, flow dynamics, standard and metric measurement comprehension, basic chemistry, basic electrical understanding, and skills.
Position Type and Work Hours: Regular full time, 40-hours per week, Monday through Friday, hours may vary with workload.
Evenings/Weekends/Holidays: Evenings and weekends are required as appropriate.  Must be available to respond to water treatment system alarms on rotation basis.

On-Call: Required to perform either on-call or stand-by duty on a weekly rotation schedule.  Must be immediately available for 24-hour alarm response -Such activities include but are not limited to response to alarms at treatment plant, pump station, and responds to customer emergencies.   Must be available to advise other Operators on adjustments to water treatment plant operations.

Standby: Will be required on a rotating schedule (generally every three weeks), and must be immediately available to respond within one (1) hour, and be capable of performing assigned duties.  A non-exempt employee assigned to standby duty shall be compensated for the off-duty assignment at a rate of one hour regular pay for every weekday duty and two hours regular pay for every weekend duty over and above the normal work week hours.

Work Environment:

Indoors: Office environment, water treatment plant facility.
Outdoors/Off-Site: Meetings, site visits, and trainings.  Position may require removal of snow and ice from walkways, parking lots, roofs and vehicles.
Exposure: Will work in closely enclosed spaces and with and near industrial machinery with high noise levels and high voltage Work is performed both indoors and outdoors.  The work environment may, at times, be noisy, dusty, dirty, and oily.  This position will be working with hazardous, potentially lethal, chemicals and materials.  Position also requires working with and around hazardous, potentially lethal, chemicals and materials as well as high voltage.
Essential Physical Requirements:

Lifting & Carrying: Up to 50 lbs. unassisted such as boxes of water samples, barrels of chemicals, etc., or pumps.
Physical: Reaching, standing, sitting, typing, talking, crouching, kneeling, seeing, driving, and hearing.
