Position Summary: The primary responsibility of the Evidence Technician is to maintain evidence collected during criminal investigations. This includes intake of evidence; proper storage and labeling; retention, return, or destruction of evidence; sharing evidence appropriately with District Attorney’s Office and Defense Attorneys as necessary. Work is performed in accordance with federal and state laws plus established policies/procedures with considerable need for independent judgment and a high degree of accuracy. Understands and demonstrates police department philosophy throughout every facet of each task, consistent with the organization’s values and mission statement. 
Supervision Exercised and Received: Position works under the direct supervision of the Detective Sergeant. Position does not exercise supervision over other employees.  

Essential Job Functions: 

Evidence Management – Quality Control 
•    Processes and stores evidence collected by officers.  Provides feedback on procedures and training related to evidence quality standards. Maintains evidence integrity and ensures quality of evidence entry into Aspen Police records management systems.  
 
Evidence Collections 
•    Process evidence submitted by Police Officers and Community Response Officers. Ensures that all evidence is properly submitted and stored in correct packaging. Responsible for correcting evidence improperly submitted before storage. Maintains an accurate and complete case database in a manner that is readily available and reliable for staff review. May assist officers at crime scenes as requested by Detective Sergeant. 

Evidence Storage
•    Storage of evidence in accordance with Aspen Police policy and procedures. Ensures that all evidence is entered into Aspen Police records management system. Responsible for adding barcodes to each item of evidence that is stored in vault. Initiates queries and clearances in NCIC National Crime Information Center) and CCIC that contain highly sensitive personal information for criminal justice practices.

Evidence Release 
•    Develops a sound understanding and can comply with all requests for evidence release (to District Attorney, Defense Attorney, Released to Owner, or destroyed as required by law and policy). Understands Colorado statute of limitations as it relates to evidence storage and release. Works closely with District Attorney’s Office regarding disposition of evidence. Carries out destruction of evidence as required by Aspen Police policy and procedures.

Minimum Requirements: 
Education: High school diploma or GED equivalent. 
Experience: Two years of customer service experience or administrative work.  
Technical Knowledge: Must be proficient in Microsoft Word, and Outlook (Email). Must have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms. Must be capable of learning Aspen Police Records Management software. 
Licenses & Certifications: Must possess a valid Colorado driver’s license or be able to obtain one within 30 days of start date. Completion of NCIC/CCIC operator certification or be able to obtain one within 30 days.  

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above. 

Preferred Candidate: Previous skill with evidence management. Associate degree or relevant college courses. Previous law enforcement working environment. 

NOTE: This position requires candidate to satisfactorily pass a criminal background check, polygraph test, and drug test, upon hire. 

Position Type and Work Hours:  
•    Part-time: 16 hours per week, termed position. Hours may vary with workload.  
•    May be required to work weekends and evenings for special assignments. 

Work Environment:   
•    Indoors: Office environment. 
•    Outdoors/Off-Site: Meetings, trainings, etc. 

Physical Demands:  
•    Lifting & Carrying: Up to 25 lb. files, boxes, etc., unassisted 
•    Physical: Reaching, standing, sitting, typing, talking, crouching, kneeling, seeing and hearing.  Hand/eye coordination with computer keyboarding.  Visual demands for near acuity with all reading and PC work performed.  Exposure to adverse weather conditions and the presence of vehicular traffic and pedestrian flow.
