Certified Law Enforcement Records Technicians perform a variety of technical law enforcement and complex clerical duties designed to enforce the law and expedite the administrative processes and procedures related to documenting, maintaining and controlling police records, case files, statistics and information.

Job Duties:

  • Colorado Crime Information Center (CCIC) Coordinator/CCIC Service Coordinator:  Serves as the contact point for handling record validations, quality assurance matters, dissemination of manuals and other publications, security matters, user training, audits and other matter concerning the CCIC system.
  • Responsible for the maintenance of National Crime Information Center (NCIC) 2000 records, consisting of felony and misdemeanor warrant and all other entries in to the NCIC/CCIC systems via the International Law Enforcement Telecommunications System (NLETS). Maintains the town of Eagle and Gypsum’s municipal issued warrants. Responsible for modifying and maintaining Eagle County Court issued felony and misdemeanor warrants.     
  • Enters, confirms, and maintains data in the CCIC/NCIC computer in reference to wanted and missing persons, stolen and impounded vehicles, and other property on a 24 hour basis. Supervises all CCIC/NCIC entries and modifications required by Eagle County Detention Staff.  
  • Enters data into records management systems from all police related incidents to build a data base which provides information for statistical reports, criminal activity, crime analysis, tracking offenders, management of records and special searches as required. 
  • Proofread, for accuracy and completeness of all narrative police reports from written and electronic copy.  Provides accurate and complete discovery to the District Attorney’s Office, to included but not limited to, case reports, DVD’s, audios and photos.
  • Responds to inquiries pertaining to Colorado Open Records Law, policies, rules, regulations, and procedures governing the release of criminal offender information, Official Law Enforcement Actions and; releases records to the public and other criminal justice agencies as directed by Laws and Statutes. 
  • Provides assistance to citizens, to include receiving requests for police records release, fingerprinting individuals for employment, state and county licenses, and permits. Processes automated fingerprint responses and disseminated those responses to the appropriate agencies.  
  • Reviews for complete and accurate information, and communicates with Colorado Bureau of Investigation (CBI) and Federal Bureau of Investigation (FBI) as needed.
  • Processes DUI reports, maintains statistical logs and forwards appropriate documents to the Department of Motor Vehicles (DOR). 
  • Seals and purges records in compliance with Court orders and State Statutes. Has a complete understanding of records storage, retrieval & retention using the Underground Vaults & Storage (UV&S) system. 
  • Codes crime reports using National Incident Based Reporting System (NIBRS) standards, which includes offense, victim and property codes.

Qualifications:

  • Minimum four (4) years progressively responsible office experience with frequent public contact required.
  • High School Diploma or GED equivalency
  • Must be able to successfully complete a polygraph test, psychological exam, drug screen and detailed background investigation.
  • Must not have used illegal drugs within the past 3 years or marijuana within the past 1 year.
  • Must not have been convicted of any felonies or any acts involving domestic violence.
  • Excellent written and verbal communication skills, with the ability to effectively communicate with diverse people.  
  • Excellent customer service skills. 
  • Advanced ability to acquire and maintain CCIC/NCIC operator certification.
  • Knowledge of general office procedure, practices and the use of general office equipment with an understanding of the Microsoft Office and/or Google Suite. 
  • Proficient typing, data entry and computer skills. 
  • Follow oral and written instructions.
  • Good organizational and detail oriented skills. 
  • Ability to read and comprehend written information on paper.
  • Ability to read Geographic and Topographic Maps. Ability to learn and apply statutes governing confidentiality of Law Enforcement records and the liability involved. 
  • Knowledge of Law Enforcement Theory and Practice, as well as Criminal Justice Systems and the principles of Records Management.
  • Knowledge of applicable Federal Laws, State Laws and Eagle County and surrounding municipality ordinances.  
  • Ability to apply confidentiality and discretion in a professional manner.
  • Ability to frequently exercise good judgment and make sound decisions on an independent basis, with minimal supervision. Self-motivated, organized and adaptable. 
  • Ability to perform a wide variety of duties at one time with accuracy and under the pressure of time sensitive deadlines. 
  • Ability to view and duplicate, sexually explicate language, videos and photos that are graphic, and may have extreme violence to include death and dismemberment.  
  • Has the ability to sit, stand, and walk and to use reaching, grasping motions of the fingers and hands.
  • Has the ability to see, read, and comprehend written information on paper and on computer terminals.
  • Ability to understand and be responsible for security agreements and usage of the following Criminal Justice Computer programs and/or systems listed below:

  • Ability to understand and be responsible for security agreements and usage of the Eagle County Sheriff’s Office Records Management Systems listed below: 
  • Spillman (records management system) 
  •  Hexagon (Records Management System) 
  •  Hexagon (Jail Management System) 
  •  Hexagon (Computer Aided Dispatch System)
  •  Mobile Vision Inc. (digital DVD)
  • Notary Public or ability to obtain within 1 year
  • NCIC/CCIC Certificate within 6 months from hire date, the ability to maintain certification every 2 years. 
  • Ability to obtain a NIBRS Certificate
  • Colorado Master Certified Records Technician Certificate within 2 years of hire date, and the ability to maintain certification every 3 years.
