The hiring range for this opportunity is $101,399 to $131,821. The maximum salary for this position is $162,244. An offer above the hiring range may be made depending upon the qualifications of the selected candidate.

The Community Development Director leads the Community Development Department by managing, monitoring and leading the Planning, Building, and Code Enforcement Divisions, which has a total of 16 full-time employees including a Planning Manager and Chief Building Official who report directly to this director. This position coordinates with agency, non-profit, and private stakeholders, works closely with the County Attorney’s Office and the Board of County Commissioners and provides vision, goals, strategies, and review for Department process improvements, long range plan development, and land use development permit applications.

Job Duties:

  • Provides leadership, develops trusting and collaborative working relationships with the staff and management of Community Development divisions by assisting in strategic planning and goal setting. Coaches and mentors the performance and professional development of Community
  • Development managers and staff. Develops collaborative working relationships throughout all County Divisions and Departments.

  • Supports and champions building and sustaining a culture focused on continuous improvement. Fosters innovative ideas and streamlines operations to provide meaningful value for customers and the community.

Strategic Planner:

  • Sets direction and expectations for Community Development. Provides active leadership, empowerment of managers and staff to improve customer service responsiveness by encouraging decision making at the lowest possible level. Anticipates and removes obstacles and holds all accountable for quality results.
  • Ensures Community Development divisions are meeting work plan goals and objectives with quality results.  Works with managers as they plan and manage work for their respective staff. Finds solutions to issues and problems that may arise; inspires all Community Development employees to perform at their highest level.
  • Makes certain the Community Development division’s budgets are well prepared in alignment with the County Strategic Plan and Areas of Focus, account for resource allocation necessary to achieve the respective department’s annual work plans, and that the budgets are administered in a fiscally responsible manner. Monitors monthly budgets, assists in planning, problem solving and resource allocation.
  • Translates Board of County Commissioner Vision into practice for Community Development divisions. Develops and maintains trusting and effective working relationships with the Board of County Commissioners and Administration. Oversees and directs major projects and efforts, manages and participates in appointed and elected official public meetings. Presents pertinent Community Development issues and updates.
  • Strives to continually improve and enhance Community Development staff job knowledge through attendance of pertinent educational courses, seminars and workshops; reviews of current professional publications; establishes personal and professional networks; benchmarks state-of-the-art practices; participates in professional organizations and societies.

Planning and Building Division Support:

  • Sets direction and supports activities of the Planning Department including:  current planning, long range planning, sustainable community initiatives; regulation development and implementation; zoning administration and code enforcement services. Formulates and implements department policies, procedures, and sets goals in alignment with the Eagle County Strategic Plan.
  • Supports updates to Eagle County Building Resolution, writes building allowance interpretation letters, supports building related code enforcement issues, and multi-jurisdictional coordination.
  • Ensures building and planning website is up to date and works with Communications Department on large scale changes.
  • Steps into vacant roles as necessary and appropriate to keep each Division’s work moving forward efficiently.
  • Responsible for Energov Database and ensures software functions as necessary and supports updates as appropriate.
  • Provides professional land use planning staff assistance to the public, elected officials, and appointed board members.  Directs and manages all department personnel matters, budget preparation, monitoring and fiscally responsible manner.

Qualifications:

  • Ten years experience in a community development department or related field with progressively more responsibility and leadership roles.
  • Minimum of five years of experience managing others.
  • Demonstrated leadership abilities, solid management skills and success in developing and leading strategic projects with proven results.
  • Municipal or county government experience preferred.
  • Bachelor’s Degree from an accredited college or university in Public Administration, Planning, or a related field or any combination of education, training and experience which produces the required knowledge, skills and abilities.
  • Master’s degree from an accredited college or university in Public Administration, Planning, or a related field preferred
    Ability to provide constructive and timely feedback, support, and coaching to supervisees.
  • Ability to interact with the public in a positive, collaborative, non-confrontational manner. Capacity to manage conflict to an effective and positive outcome.
  • Excellent organizational and record-keeping skills. Has oversight and responsibility for project approval of multiple complex projects.
  • Effectively interprets data dealing with complex problems and situations.
  • Demonstrate critical thinking and analysis capability, synthesizes complex facts and issues in order to propose successful solutions tailored to competing interests.
  • Has the organizational savvy to build allies and relationships across the Community Development, Engineering, Housing, Environmental Health, and Sustainable Communities departments and other Eagle County departments, programs, and partner agencies.
  • Works with allies to build consensus and create results, is appropriately diplomatic, understands others’ roles and perspectives, and promotes projects and ideas across the Department, County, and the western Colorado region.
  • Able to effectively influence and motivate via oral and written communication.
  • Demonstrates the willingness and availability to represent the Community Development department, and the County at public events and meetings as needed.
  • Demonstrates initiative and personal motivation to be successful in the challenging and stimulating environment of Eagle County.
  • Proficient in Google programs as well as Microsoft Office and Adobe Acrobat. Working knowledge of GIS and experience with other computer database programs is preferred.
  • Valid state driver’s license and a satisfactory motor vehicle record.
  • AICP Certification is preferred.
