Garfield County, population 60,000+, is one of the largest counties in Colorado, incorporating nearly 3,000 square miles on the western boundary of the state.  The area boasts world class fishing, hunting, skiing, and the nationally recognized Glenwood Hot Springs.  Garfield County, along with its neighboring counties, rely heavily on natural resource extraction, tourism, and ranching.  About 60% of Garfield County’s lands are federally owned. Garfield County employs 500 EEs and provides services such as Road and Bridge, Public Health, Human Services, and Community Corrections to the citizens of Garfield County. The next Finance Director must have strong communication, analytical and financial management skills, be of high integrity, responsive, and work well within a team environment. The Finance Director directs the daily operations of the Finance Department, including the finance, accounting, budget, grants, and payroll programs, by performing a variety of management, administrative, technical, and professional duties relative to the County’s finance and accounting functions.

Qualifications: Bachelors’ Degree in Accounting, Finance, Public or Business Administration or a related field. 8 years of progressively responsible managerial experience; or any equivalent combination of education, training, and experience.

Essential Functions:

1.       Directs the daily operations of the Finance Department, including finance, accounting, budget, grants, and payroll programs.

2.       Indirectly or directly manages Department staff: schedules, assigns and directs work; conducts interviews; hires and orients new supervisors; oversees or conducts training; coaches; evaluates and appraises; addresses complaints and resolves problems; takes disciplinary action; and ensures quality of work. 

3.       Ensures financial accountability, integrity, consistency and efficient financial operations in accordance with all applicable laws, regulations and Generally Accepted Accounting Principles.

4.       Ensures the preparation of monthly Fund Balance and Budget-to-Actual Performance Reports, and the preparation of the Comprehensive Annual Financial Report for BOCC review.

5.       Ensures the timely and appropriate administration of the countywide accounting function, including accounts payable and receivable, payroll, project and capital assets accounting and reporting, and debt administration.

6.       Directs and manages the administration of the County’s finances related to cash flow, reserve requirements, alternative funding strategies, cost-benefit analyses, return on investments, and/or other related items.

7.       Directs the preparation and approval process for the County’s annual budget and subsequent monitoring of budgetary implementation: including, but not limited to, monitoring the annual operating budget, budget amendments and transfers; monitoring economic conditions; forecasting; provision of financial projections and recommendations; and development of multi-year financial plans.

8.       Reviews requests for amendments to the established budget, ensuring procedural compliance with the amendment approval process.

9.       Assists with the County’s economic development activities through provision of finance services. 10.    Performs other duties of a similar or related nature and assists with special projects as necessary or assigned.
