SUMMARY:

Under general supervision, the Human Resources (HR) Analyst will research, collect, analyze data and information related to the workforce, benefit programs and compensation best practices; will identify relationships and trends and make recommendations to ensure Pitkin County has access to the right information. Responsible for job descriptions and changes related to positions. Duties may vary according to job assignment.

Essential duties and responsibilities may include, but are not limited to, the following:

Conduct regular and ad-hoc research and analyses on market competitiveness, pay equity, total rewards  and compensation trends to continue to recruit and retain talent; proposes new ideas.

Evaluate County programs and local market regarding existing benefits’ plans, compensation systems and workforce to provide information to the HR team.

Oversees the compensation offer process for new hires and promotions based on internal equity and external competitive factors.

Assists in conducting human resource policy and program research and development projects, including developing research format, collecting data, formulating results, and regularly creates reports regarding employee benefits, personnel changes, and other Human Resources activities.

Prepares, analyzes and reports information from a variety of different HR systems; evaluates the data to provide recommendations to the HR team and collaborates with departments across the organization.

Responsible for maintaining HR dashboards, HR scorecards, and ongoing data to educate the HR team and managers; produces quarterly metrics to present to Directors to tell a story to create emotions and change.

Responsible for the job description process regarding job reclassifications, restructures, rewriting and creating new job descriptions, benchmarking and grading jobs; works closely with the HR Business Partners.

Researches and recommends key performance indicators (KPIs) to help identify business opportunities and measure HR performance across the organization.

Provides data to be used in regular compliance reporting such as EEO-4 report.

Provides support for compensation and benefits programs across the organization; responsible for ACA lookback and assessing any identifying any risk.

Supports the relationship between Pitkin County government and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.

Maintains regular and reliable attendance.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor’s Degree in business administration, human resources management or a related field; AND at least four to five years of experience in analyzing programs, data and metrics is preferred; specialized experience in previous HR data management and knowledge of compensation and benefits best practices; OR an equivalent combination of education, training, and experience.

Required Licenses or Certifications:

Must possess a valid Colorado Driver’s License and acceptable Motor Vehicle Record.

PHR/SPHR or SHRM-CP preferred.

HRIS systems.

Benefit plans and analyzing utilization of plans.
