Region 10, a government member non-profit organization serving 6 counties in Western Colorado, is soliciting proposals for a Broadband Network Administrator. The region operates a middle-mile network in the service area, with plans to expand services to surrounding counties and communities. The Network Administrator may be either a salaried or contracted position(s), with consideration of either part-time (20-30 hours per week) or full-time (32 hours or greater per week). Contracted services may be for all or a portion of the scope of work. Consideration of qualifications for the position would include experience in the development of broadband networks, including funding, sales, contract management, and compliance. Ability to show experience in similar projects, innovative efforts, or approaches that the vendor has previously implemented or experience and understanding of the regional project will also be considered. The position will report to the Regional Broadband Director.
Tasks/Scope of Work includes (but not limited to):
• Oversee maintenance on the network including contracted services, upkeep and access for CNLs, equipment functionality, etc.
• Maintain “as built” drawings (Circuit Layout Records) and maps of service area and network.
• Perform and assist with installation, programming and troubleshooting of routing, switching and optical network equipment and routers remotely and on premise.
• Responsible for telecommunications provisioning, coordination, and troubleshooting.
• Provide troubleshooting assistance and “how-to” help to customers regarding all supported end-user premise device hardware which includes LAN, WAN, fiber Internet connectivity and support.
• Responsible for managing trouble tickets, including, but not limited to, managing internet connectivity and general customer service problems.
• Assistance with regional broadband network expansion including construction management, installation of Carrier Neutral Locations (CNL), testing, etc.
• Attend meetings as requested for technical assistance/input regarding broadband issues on local, regional, state, and federal levels.
• Assist affiliated communities with design, proposal development, selecting construction firms and overseeing broadband projects.
• Assistance with data collection and preparation of reports as needed for grant funding partners. Data may include service data to determine success of the project, including current service availability and pricing, participation by local governments, ISPs (Internet Service Providers), anchor institutions, etc., and other data determined to be useful in measuring the impact of the project.
• May assist with Region 10 organizational information technology systems network, computers and software, remote conferencing, etc.
Successful candidates will be able to demonstrate the following skills and experience:
• Working understanding and experience with Ethernet switching, Internet Routing, Optical line systems, and network management systems, etc. Experience with Brocade, Cienna and Juniper is desirable, but not specifically required.
• Understanding of issues and challenges related to improvement of rural broadband services, and ability to develop strategic solutions.
• Ability to work independently and exercise judgement with limited supervision in a complex and
broad operating environment.
• Ability to be physically present in office or at location as required to perform assigned tasks.
• Ability to develop plans, procedures and goals; can complete problem analysis and resolution, coordinate and plan work effectively; complete projects accurately within reasonable deadlines and maintain confidentiality.
• Excellent communication and interpersonal skills, ability to communicate effectively, both orally and in writing, to technical and non-technical clients.
• Ability to maintain effective working relationships, work in project teams, and manage projects.
Qualifications:
• Minimum of associate’s degree in computer or equivalent work experience in management of fiber network.
• At least two years’ experience in management of a service delivery network.
• Cisco Certified Network Associate (CCNA) or equivalent is desired.
Other
Position requires travel throughout the service area and the State of Colorado. Infrequent overnight or national travel may be required. Access to a personal vehicle and the ability to drive a vehicle in all weather is essential.
Functional Attributes
Physical Demands: Position requires sitting, standing, stooping, reaching, handling, talking, hearing and visual depth perception. Occasional lifting of up to 50 pounds. Extensive use of desktop and laptop computers and the phone is required.
Mental Functions: Position requires comparing, computing, compiling, analyzing, coordinating, synthesizing, negotiating, communicating, instructing, attention to details, and interpersonal skills.
Environmental Conditions & Physical Surroundings: Position is usually in a comfortable office or similar environment and does not involve working in dangerous environmental conditions or physical surroundings.
Hazards: Position does not involve working with identified hazards.
Salary: Salary range for Full-Time (40 hours/week) is $67,000-89,000 depending on experience and assigned tasks.
