Roaring Fork Schools is accepting applications for a Chief of Human Resources and Talent who has experience building efficient HR systems and processes, restructuring and strengthening their team, and establishing effective strategies to recruit and retain staff to drive student achievement. We are looking for a leader who is deeply knowledgeable about best practices, system integrations, and legal compliance. We need someone who can take stock of our current department structure, processes, and systems and implement changes to increase efficiency, accuracy, and outcomes. This leader will be accountable for strategic initiatives related to operational excellence and a thriving team, with the potential to have lasting impacts on the educational outcomes of thousands of students each year.

DEFINITIONย 

The Chief of Human Resources is responsible for the leadership, coordination, and implementation of the districtโ€™s human resources services to ensure that every student develops the enduring knowledge, skills and character to thrive in a changing world.

SUPERVISION RECEIVED AND EXERCISEDย 

Receives direct supervision from the Superintendent.ย 

Provides direct supervision to the Human Resources staff.

PRIMARY DUTIESย 

1. Policies and procedures

Administer and develop district human resources policies, and apply the appropriate laws, rules, regulations, policies and procedures pertaining to the districtโ€™s personnel functions.ย 
Interpret policies and procedures and make recommendations for revisions to existing policies and addition of new policies. Present policy recommendations to the Board of Education.ย 
2. Employee selection management

Coordinate and facilitate the selection process for leadership positions.
Act as a liaison to the Board of Education regarding the Superintendent selection process.ย 
Develop, implement, maintain, and monitor job descriptions for all district positions, ensuring compliance with legal and policy requirements including Workersโ€™ Compensation and the American Disabilities Act and other laws as applicable.
Oversee the recruitment, hiring, retention and legal processes related to supporting foreign national employees (i.e. H1B, J1, TPS)ย 
Oversee the recruitment, onboarding, training and scheduling of guest teachers.
3. Salary administration, payroll processing, and budgeting

Supervise and direct wage and salary administration, administer employee contracts and supplementary pay and determine appropriate placement on the district wage or salary schedule as required by district policy and procedure.
Facilitate the process of job analysis and survey of wage and salary ranges and forecast the budgetary effects of changes in compensation.
Supervise the determination, verification, and maintenance of confidential payroll schedules, job classifications, account numbers, types of pay, calendars and methods of payment for all district employees.
Supervise the gathering and inputting of all necessary personnel and payroll information into the payroll system for processing.
Oversee the payroll processing for guest teachers and athletic coaches.ย 

 

4. Benefits management

Administer employee benefits, including contract negotiations with vendors and coordination of open enrollment.ย 
Oversee and advise the districtโ€™s Health Insurance Advisory Committee which makes recommendations to the Board of Education regardingย  modifications to district health benefit plans. Evaluate the budgetary effects of such changes in conjunction with the CFO.
Work in close partnership with the finance department to oversee the monthly process of reconciling the districtโ€™s health insurance billing.
Coordinate and oversee the process for administration of the districtโ€™s Workersโ€™ Compensation program, as well as district compliance with the terms of the Cost Containment Program.
Ensure compliance of all district benefit plans with applicable rules and regulations including, but not limited to, Health Benefit plans, 403(b) plans, 457 plans, 401(k) plans.
Respond to Unemployment claims; coordinate appeals with district administrators.ย 
Ensure proper administration of non health benefits such as ski passes, theatre, Aspen Ideas Festival passes etc.
Ensure proper administration of PERA and district retirement benefits.
5. Employee evaluation

Monitor and coordinate, with the Assistant Superintendent, the certified employee evaluation process in conjunction with state statutes.ย 
Update certified evaluation management system (currently RANDA)
Monitor and coordinate, with senior leadership team, the classified employee evaluation process.ย 
Write and/or approve all discipline letters and remediation plans and coordinate the nonrenewal and dismissal process for classified and certified staff.ย ย 
6. Record keeping and information release

Supervise and direct the maintenance of a comprehensive system of personnel records for all employees to ensure accuracy, legality, and compliance with State of Colorado record retention requirements.
Supervise the release of personnel information regarding employment verification, background checks, and confirmation of salary, references, and legal records according to district policy.
Supervise the compilation of information for and completion of the HR report for the Colorado Department of Education.ย 
7. Creating a healthy and safe work environment

Serve as the districtโ€™s TItle IX coordinator and conduct all investigations as needed.ย 
8. Professional development, training, and orientation

Conduct New Employee Orientation.
Supervise the onboarding process for employees and conduct exit interviews when employees leave the district.ย 
Update and manage the employee and supervisor handbooks
Support Chief Academic Officer withย  induction process for new certified leaders
Manage the onboarding and training process for district non-certified supervisors and managers.ย 
9. Serving as a consultant and resource on district HR matters

Advise building administration and other directors/supervisors regarding human resource issues including policies, procedures, legal requirements and past practices.
Organize and co-lead in the districtโ€™s Interest Based Bargaining process with all certified,classified, and administrative employee groups for development of and revisions to employee wages and benefits.
Coordinate Sick Leave Bank committee and triangulate communication between employees and committee members
Coordinate Education Opportunity Funds (EOF) administrationย 
Assist employees with licensing questions
10. Other duties as assigned.

QUALIFICATIONSย 

Knowledge of:ย

State and federal laws regarding public schools (e.g., ESSA, Licensing Act)ย 
HR systems that manage, organize, and streamline employee lifecycle documentation
Principles and practices of developing employee selection criteria
Principles of supervision and training and performance evaluations
Principles, methods, and procedures used in classification and compensation system administrationย 
English usage, spelling, grammar and punctuation, including principles of business and letter writing and report preparation
Basic mathematical principles
Modern office procedures and methods
Advanced knowledge of Google Docs, spreadsheets, and Excel

EXPERIENCE & EDUCATION/TRAINING GUIDELINESย 

Experience: Five years of professional human resources program leadership.ย 

Training & Education: Degree from an accredited college or university with major course work in human resources, business administration, public administration or a related field; masterโ€™s degree preferred.

SALARY RANGE AND DAYS WORKED

Salary range: $130,681.29 – $161,877.59 Depending on years of experience.

Days worked: this is an exempt, year-round position, scheduled to work 252 days/year.
