The Town Clerk position is responsible for performing the official duties and functions of the Town Clerk for the Town of Avon as required by the Avon Home Rule Charter, Avon Municipal Code, Colorado Constitution, State Statutes, Town Charter and other applicable regulations.  The Town Clerk oversees and administers all functions provided by the Town Clerk’s Office, including liquor licensing, election administration, agenda and meeting management, open records requests, oversight of Municipal Code, records management, as well as general administrative support to the general government department.  The position is responsible for interpreting, understanding and implementing certain sections of the Colorado Revised Statutes (i.e. Election and Campaign Codes), Colorado Liquor & Beer Code, Town Charter and Municipal Code.  The Town Clerk also works closely with the Municipal Courts in some job-sharing duties related to the administration of Avon Municipal Court functions.  In addition, this position develops and implements department budgets, policies, procedures.

ESSENTIAL FUNCTIONS:

1.       Serves as the Town Clerk official as designated in the Avon Home Rule Charter, the Avon Municipal Code and applicable state statutes

2.       Manages and participates in the Town Council agenda preparation process, including packet compilation and distribution, meeting set-up and attendance, minute taking/preparation, website update and e-notification, legal requirements including posting and other meeting details

3.       Manages Colorado Open Records Act requests, serves as the chief custodian for public records for the Town, and coordinates timely response to public records requests with other Town staff

4.       Serves as the designated election official for Town of Avon elections and performs all official functions associated with managing and overseeing local elections and is responsible for the integrity of elections

5.       Oversees and ensures compliance with all legal postings for public hearings and postings of other legal notices as required by law

6.       Manages compliance with the Colorado Municipal Records Retention Schedule as adopted by the Town

7.       Coordinates codification of Town ordinances and corrects errors; maintains the Avon Municipal Code on the intranet, website and computer network

8.       Serves as the official secretary to the Liquor Licensing Authority; guides applicants on requirements and procedures for liquor licenses; reviews liquor license applications for compliance with local and state laws; reviews and approves administrative liquor license application review

9.       Prepares, and/or supervises the preparation of, files, records and official documents, attests and seals all legal documents of the Town

10.   Oversees and manages the retention of records in the Town’s Laserfiche archiving system

11.   Administers oaths

12.   Tracks and reviews pending legislation which may affect any essential function of the Town Clerk

13.   Provides recommendations and assists with implementations of best practices for all matters related to the essential functions of the Town Clerk

14.   Coordinates with the Town Attorney as appropriate for all matters related to essential functions
