Position Summary

Directs, manages, and supervises the operations of the Town’s water and wastewater divisions (treatment, distribution and collection).  Develops and manages plans for expenses for infrastructure and operations; and is responsible for creating budgets for the enterprise funds (water and wastewater).  The Town of Gypsum values customer service, responsiveness, teamwork, high ethical standards, and technical expertise.  All applicants must be Class “A” certified. Water and wastewater treatment, collections and distribution.

Essential Functions

  • Manages and directs the overall operation and maintenance of the Town’s raw water collection and distribution, potable water production and distribution and wastewater collection and treatment.
  • Responsible for maintaining compliance with State of Colorado potable water and wastewater quality standards.
  • Directs work of operator staff for two potable water treatment facilities and one wastewater treatment plant.
  • Develops plans for upgrades, and replacement of potable water and wastewater facilities in conjunction with the Public Works Director, Town Engineer, and consulting engineers.
  • Analyzes efficiencies of treatment, collection and distribution systems and develops plans for improvements, replacements, and upgrades.
  • Develops plans and reviews progress of projects and work assignments of utilities department staff and evaluates their performance.
  • Studies and analyzes rate structures and makes recommendations regarding future rate needs.
  • Manages the backflow prevention management software (BPMS) program and the pressure reducing valve (PRV) and grease trap tracking software.
  • Coordinates work on meter reading programs and meter replacement with the public works inspector.
  • Work also involves supervising and performing cost analysis of facility operations, preparing annual budgets, overseeing training programs, hiring personnel, conducting performance evaluations, applying disciplinary actions and supervising the application of water and wastewater treatment technology, techniques, methods and procedures to increase efficiency, safety, and good public relations.

General Duties & Responsibilities

  • Conducts safety meetings and training sessions on a regular basis.
  • Keeps up to date with environmental regulations, guidelines and information and disseminates information to subordinate staff.
  • Develops quality control programs, builds employee teams, and develops public relation programs for water and wastewater activities.
  • Substitutes for regular employees when necessary, including serving as public water system operator in responsible charge.
  • Coordinates work on collection and distribution system with plant operator staff, Public Works Director, Public Infrastructure Manager, Public Works Inspector, and Town Engineer.
  • Prepares regular reports for Town Council, and makes presentations regarding utility programs, projects, and activities, as needed.
  • Coordinates water/wastewater plans with long range community development plans.
  • Attends Department staff meetings when necessary.
  • Performs other related duties and special projects as assigned.
  • Performs snowplowing duties.
  • Performs on-call duties during call out rotation.

Required Knowledge, Skills, and Abilities

Knowledge

  • The principles, practices and operating requirements of water and wastewater treatment plants, collection, and distribution systems.
  • A full understanding of state and federal regulations concerning operations, construction practices and management of water and wastewater utilities.
  • Best management practices and safety procedures.

  Ability

  • To develop effective team and working relationships with employees, other department supervisors, elected officials, and the general public.
  • To identify areas where maintenance or repair is needed.
  • To communicate in written and oral format and make presentations to management or elected officials.

  • To distinguish objects in low and bright light using visual capacity including peripheral vision, depth perception, color vision, and far or near acuity in order to observe all elements of a zone and document results.

  • Computer technology, including word processing, spreadsheets, and Supervisory Control and Data Acquisition (SCADA) systems.
  • Coordinate the work to be performed and provide performance feedback.
  • Understand verbal information and instruction in order to exchange information with others and to develop and present recommendations.
  • Read, comprehend, and compose written information and instructions.
  • Mathematical reasoning to carry out management and operational responsibilities.
  • Must be physically capable of operating vehicles safely, possess a valid Colorado driver’s license and have an acceptable driving record.  Use of a personal vehicle for Town business will be prohibited if the employee is not authorized to drive a Town vehicle or if the employee does not have personal insurance coverage.  This position requires the ability to travel independently within Town limits to perform the assigned duties and responsibilities.
  • Personal protective equipment must be worn as necessary where the hazard exists (hard hat, safety shoes, work gloves, safety glasses, etc.).
  • Must successfully pass a criminal background check.

Education and Experience

  • High School Diploma or General Education Degree (GED).  Certifications in water treatment, wastewater treatment, water distribution and wastewater collection systems are preferred.
  • Class A Colorado Water Certification.

Or

  • Five to Eight years of increasing experience working in the administration, planning, operation and maintenance of water and/or wastewater facilities, including five years of administrative and supervisory responsibility in the operation of such facilities, or equivalent combination of education and experience.

Work Environment and Physical Demands

  • Position requires prolonged standing, bending, stooping, stretching, manual dexterity to operate and use various tools, devices, and equipment; physical agility to walk, climb into confined spaces; working with chemicals; working outdoors during all seasons and all-weather conditions; lifting construction materials, supplies, and equipment. Must be capable of lifting 60 lbs.
  • Personal protective equipment must be worn as necessary where the hazard exists (hard hat, safety shoes, work gloves, safety glasses, etc.).
  • Work is performed inside/outside in all types of weather conditions.  While performing the duties of this job, the employee is occasionally exposed to wet conditions, lightning, and dirt.
