The Town of Telluride is hiring a Streets and Utilities Superintendent.

Reports to: Public Works Director                                                                       

Grade: 75     

SUMMARY: Under the direction of the Public Works Director, the Streets and Utilities Superintendent performs supervisory, management, and highly skilled analytic and administrative work in planning, developing, and directing the operations and maintenance of the Town’s streets, water distribution, and wastewater collection systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Streets and Utilities Operations

  • Plan, direct, and coordinate the day-to-day operations of the Streets Division involving the Town’s streets, signs, storm sewer, traffic control
  • Plan, direct, and supervise the daily operations of the Town’s utility system, including water mains, water pump stations, sewer lift stations, distribution, and collection systems
  • Manage preventative maintenance program for streets, water distribution, and wastewater collection systems
  • Coordinate with local agencies to ensure all fire hydrants and water values are operational and visible
  • Coordinate hydrant valve exercising and hydrant flushing with Telluride Fire District
  • Establish priorities, assign and allocate resources; respond to emergencies and unanticipated needs
  • Inspect road conditions and evaluate recommendations for corrective measures; perform utility locates
  • Prepare, implement, and manage third party contracted services for street maintenance projects
  • Perform snow removal and street maintenance duties as needed
  • Review and inspect right-of-way permit applications
  • Participate in seminars, workshops, and trainings to stay knowledgeable of new trends, legislation, and innovations in the industry
  • Other tasks and special projects as assigned

Supervision

  • Hire, supervise, and evaluate the performance of the Streets Division and Mechanic Staff
  • Coordinate development programs, safety meetings, and training to ensure compliance with CIRSA standards, including but not limited to, confined spaces, lockout tag-out procedures; ensure staff are certified in appropriate training and monitors for training recertification requirements
  • Monitor quality and progress of work; ensure compliance with established policies and procedures
  • Allocate resources such as staff, materials, and equipment to other divisions within the department as needed
  • Determine training needs for division; assist staff with career growth; monitor training compliance

Administration

  • Participate in the Public Work Department’s development and implementation of goals, objectives, policies, and priorities; assist with the development of short and mid-range plans; identifies opportunities for improvement of service delivery
  • Assist in the analysis of the Town’s infrastructure and keeps the Public Works Director apprised on any potential issue and/or opportunities and make appropriate recommendations
  • Perform Public Works permitting processes; provide direction to contractors according to Town guidelines and construction standards
  • Prepare budget recommendations and assist the Public Works Director in budgetary cost control

Safety

  • Ensure a safe work environment; pursue methods to reduce risk, including performing accident investigations, maintenance of safety logs/training and prevention of future incidents
  • Ensure staff are up to date on required safety training

MINIMUM QUALIFICATIONS (Education/Experience/Licenses/Certifications):
High school diploma or equivalent required; Bachelor’s degree in Business, Engineering or related field preferred; Valid Commercial Driver’s License with Class “B” with tanker and air brake endorsement required; six (6) to eight (8) years relevant experience in public works field or construction management, with three (3) to four (4) years of experience supervising others; Distribution and Collection System I and II required to be obtained within one (1) year of service; flagger certification required to be obtained within one (1) year of service; confined spaces certification required with training required throughout employment; CPR and First Aid training is required throughout employment.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of: Regulatory agency rules and regulations involved in public works operations; principles and practices of operations in the administration of streets, signs, and signals; practices and procedures of water distribution and wastewater collection systems, maintenance methods, and administration; Town personnel policies, division, department and Town’s goals; office procedures including computers and software applications such as word processing.

Skill in: Supervising, directing, and evaluating the work of others while leading and motivating a team; effective written and verbal communication; managing projects and teams to achieve desired outcomes; developing and maintaining collaborative working relationships with all levels of staff, management, agencies, elected officials, and the general public; working independently while exercising good judgment and initiative; multi-tasking under pressure with interruptions; professionally handling confidential/sensitive information.

ENVIRONMENTAL FACTORS:

Work is performed both indoors and outdoors. This position requires travel to various municipal buildings and offsite locations using a Town vehicle; the employee may need to be available for after-hours contract for emergencies as needed.

PHYSICAL FACTORS: 
While performing the duties of this job, the employee works out indoors and outdoors, subject to confined spaces and heights. While performing work indoors, the employee regularly sits, stands, walks, reaches with hands and arms, and talks and hears over the phone, radio, and in person. Work outdoors is performed in various weather conditions, including high UV rays and adverse weather conditions such as blizzards. The employee regularly stands for prolonged periods, stoops, kneels, bends, climbs, crawls, or crouches. The employee may lift and/or move up to 50 pounds.

This position is subject to Federal Motor Carrier Safety Administration drug testing regulations.
