PAYROLL MANAGER
DEFINITION
Maintains day-to-day oversight of all payroll related functions. Performs and supervises all activities necessary to payroll, while serving a 1,000+ employee base. This role will report directly to the CFO and will supervise the payroll generalist. The payroll manager will be responsible for planning, organizing, and controlling all aspects of the Districtโs payroll function.ย This includes, but is not limited to, administrative duties involving the development and maintenance of payroll systems, internal controls and records, and the supervision of the day-to-day processing operations and related accounting entries. This individual will assure that pay is processed on time, accurately, and is in compliance with Internal Revenue Service, Colorado Department of Education, Social Security Administration, and Department of Labor within the School Districtโs payroll function.

Receives direct supervision from the Chief Financial Officer.ย
PRIMARY DUTIES
Process, review, validate, and balance monthly gross to net pay calculations, ensuring the timely and accurate distribution of pay and deductions;
Implement, maintain, and review payroll-processing systems to ensure timely and accurate processing of payroll transactions, including but not limited to, salaries, benefits, garnishments, taxes, and other deductions;
Ensure accurate and timely processing of payroll updates, including reviewing information on new hires, terminations, and pay rates changes;
Ensure accurate and timely reporting of all payroll taxes and funding;
Ensure compliance and adherence of federal, state, and local laws, including following best practice methodology;
Facilitate audits by providing records and documentation to external auditors. Prepare salary and benefits information for annual audit and tax return preparations;
Prepare and maintain accurate records and reports of payroll transactions;
Identify and recommend updates to payroll processing software, systems, policies and procedures;
Works in conjunction with Human Resources to ensure accurate employee payroll deductions based on enrollments;
Oversee payroll reconciliations to General Ledger and other financial accounts;
Review, reconcile and distribute W-2s and payroll tax reporting filings per IRS regulations.
Interact with external agencies (PERA, IRS, health benefit provider, etc.) in regards to accuracy of transmission and monitoring of payroll benefit files as part of the payroll process;
Complete salary, benefits, and other related surveys and census reports;
Review and analyze changes to federal and state laws pertaining to payroll processing and reporting;
Supervises, trains, and evaluates payroll personnel
Coordinate workflow and procedures between payroll and Human Resources
Performs all other duties as assigned
QUALIFICATIONSย
Knowledge of:ย
Payroll and benefits reporting, including tax reporting
Payroll software and software management
Employee management
Chart of accounts coding and basic accounting
English usage, spelling, grammar and punctuation
Modern office procedures and methods
Knowledge of Google Docs, spreadsheets, and Excel
Ability to:ย
Analyze, reconcile and balance payroll.ย
Understand complex software systems and recommend efficient and effective process solutions.
Identify problems, assess alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Interpret and apply District policies and proceduresย
Operate and use modern office equipment including a computer and various software packages
Communicate clearly and concisely, both orally and in writingย
Establish and maintain effective working relationships with those contacted in the course of work
Strong organizational and analytic skills and strong attention to detail.
Ability to multi-task and juggle management of several high-priority projects in parallel.
ย EXPERIENCE & TRAINING GUIDELINESย
Education: Bachelorโs degree or equivalent work experience required from an accredited college or university with major coursework in Accounting, Business Administration, Human Resources, and/or related field.
ย Experience: A minimum of five (5) years of progressive payroll and/or benefits administration experience. Certified Payroll Professional designation preferred. Qualified candidates should have extensive knowledge with internal controls and preparing, balancing, and processing payroll taxes; with a strong preference for candidates with Infinite Visions payroll module; thorough knowledge of Gross to Net Payroll and General Accounting Principles and working knowledge of Wage and Hour and Taxation requirements. Prior work with school district salary schedules and hourly time keeping is highly desired.
LOCATION AND WORKING CONDITIONSย
Location: The position is located at the Carbondale District Office.ย
Working Conditions: While performing the duties of this job, the employee regularly works inside. Office environment with exposure to computer screens and use of a keyboard. The employee is frequently required to sit, walk, and stand. Occasional lifting of 25 pounds or less. The noise level is usually moderate with many interruptions.
