Job Title: Human Resources Business Partner I – Recruitment and Onboarding

Hiring Range: $29.59 – $36.99

Salary Range: $29.59 – $ 44.38

Classification: Non-Exempt

Position Summary: Performs full-service business and organizational support to the City of Aspen as a Human Resources Business Partner, consistent with the organization’s values and mission statement.

Supervision Exercised and Received: This position works under the direct supervision of the Human Resources Director.

Essential Job Functions:

Talent Management

This position is the primary point of contact for HR recruitment and talent management activities, providing professional level customer service and full-cycle recruitment for employees, management, and the public. Supports and aids across functional areas of HR including, but not limited to recruitment, job descriptions, benefits, and risk & safety.
Leads talent management initiatives for department and organization.  Actively evaluates recruitment strategies for areas of improvement and efficiencies.  Develops recruitment policies and implements changes.  Educates team members and staff on recruitment best practices.
Coordinates with hiring managers to develop the best recruiting plans for specific positions including but not limited to ad design, social media, passive recruitment options, responsibilities, Taleo recruitment/requisition training, etc.  Actively provides strategic recommendations, taking the initiative to develop strategies to enhance individual and program wide recruitment. 
Works with hiring managers to make updates to positions prior to job posting as required.  Drives success in recruitment from start to finish by making sure job description, business needs, and hiring managers are aligned.
Manages the applicant tracking system, tracking all necessary application, requisition, candidate, and other metrics to evaluate recruitment program.
Assists hiring managers with candidate offers, consistent with Equal Pay policies.  Considers other programs such as the City’s Employee Housing program, relocation bonuses, and other performance-based considerations.
Stays informed and knowledgeable in all areas of Human Resources policies and procedures. Assists in special projects and involved in cross training as opportunities are presented.
Onboarding

 Partners with other HR staff to ensure success in new hire onboarding. Activelly collaborates with hiring managers to ensure recruitment success. Responsibiltiies include scheduling pre-employment testing for new hires (background checks, pre-employment physical/drug test, MVR) and new hire paperwork (I-9, W-4, benefits paperwork). Ensures compliance with FCRA, IRS, EEOC, and all other required guidelines and regulations.

Minimum Qualifications:

Education: Bachelor’s degree in Human Resources, or a related field.

Experience: One to two years of professional level experience performing equivalent duties and responsibilities .

Technical Knowledge: Must be proficient in Microsoft Word, Excel, Outlook (Email), and have a basic understanding of computers and online computer-based technology applications, which includes accessing web-based platforms.

Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge, and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred Candidate: Previous experience with Oracle ERP systems and Taleo preferred.

NOTE: This position requires a Criminal Background Check upon hire.  Employment is contingent upon successful completion of a Criminal Background Check.
