Position Summary: Manages the Applications Division of the Information Technology Department to include supporting the strategic planning, coordination, prioritization, business continuity, and oversight of city-wide applications systems and services consistent with the organization’s values and mission statement. Provides technical assistance and consultation for full cycle of applications. This position is both technical (80%) hands on and supervisory (20%).

Essential Job Functions:

Organizational System Planning, Implementation and Integration:
• Provides project leadership and support planning for city-wide applications systems and services. Supports application services that are mission-critical enterprise systems such as financial and human resource systems, permitting systems, internet/intranet websites and web based applications, key department systems and related systems and databases.
• Works with the Cybersecurity Administrator in ensuring city compliance with regulatory standards such as Health Insurance Portability and Accountability Act (HIPAA) and Payment Card Industry Data Security Standard (PCI DSS), along with other security standards as applied to supported systems and procedures.
• Responsible for implementation and upgrade of departmental network applications, integrations between network applications and proactive alternative, city-wide application solutions.
• Manages and monitors implementations, integrations, and/or upgrades of applications systems, city-wide.
• Coordinates Applications Division project work and communications with staff and city-wide.
• Prepares and reviews systems acquisition, contract review and related services. Assists with and reviews requests for proposals and bid requests.
• May assist with providing or coordinating education, training and support to assist employees in application systems.
• Establishes and enforces standards including but not limited to documentation of application software installation, application systems governance and procedures, operation, and troubleshooting.

Supervision
• Executes leadership and supervision responsibilities through sound judgment and accountability, focuses on managing and resolving conflict, defines and clarifies responsibilities and expectations, sets goals, provides motivation and performance coaching, and encourages training and development. Fosters a culture of diversity, equity, collaboration, and inclusion.

Organizational Vendor Management
• Works with users and managers to identify organizational and department needs, affinities, works with vendors to understand how to maximize and obtain best use of new and existing applications, may identify new applications, upgrades, and organizational efficiencies related to application systems.
• Provides assistance in vendor negotiations to ensure system compatibility with current standards, and assessment of technical requirements and ramifications.

Minimum Qualifications:

Education: Bachelor’s Degree in computer science, information technology or related field.
Experience: Three (3) years of experience in systems integration, application , and database management including one (1) year in a supervisory or management position.
Technical Knowledge: Must be proficient in the following areas: Microsoft Server operating systems. Microsoft Server operating systems, Microsoft Active Directory Domain Services, Microsoft desktop applications, Software-as-a-Service (Saas) applications and a general understanding of cybersecurity.
Desirable Qualifications:
IT Project Management experience.
Understanding of APIs and the ability to use these for integrations.
Licenses & Certifications:
Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.
