Job Title: Project Manager I

Department: Business Services

Classification:  Exempt

Hiring Range: $75,305 – $84,715

Salary Range: $75,305 – $112,944

Position Summary: Manages development and implementation of Parks, Recreation, Golf and Arts facility projects consistent with the organization’s values and mission statement.
Supervision Exercised and Received: This position works under the direct supervision of the Business Services Director.

Essential Job Functions: 
Project Management
•    Coordinates and supervises the construction process from the conceptual development stage through final construction, making sure that the project gets completed on time and within budget. Supervises the planning, scheduling, and implementation of these designs. Obtains all necessary permits and licenses and monitors compliance with building and safety codes, other regulations and requirements set by the City of Aspen. Schedules projects in logical steps and budgets time required to meet deadlines. Prepares contracts and negotiates revisions, changes, and additions to contractual agreements with architects, consultants, clients, suppliers, and subcontractors. Prepares and submits budget estimates, progress reports and cost tracking reports. Plans, organizes, or directs activities concerned with the construction or maintenance of structures, facilities, or systems. Reviews and recommends approval for construction progress and payments. Identifies, researches, and assists with solutions of problems with design and development.
Purchasing and Contracts
•    Negotiates contracted labor related to properties. Initiates new and renewal contracts for services, goods, and construction purchases. Assists City in research, analysis, and procurement of environmentally sound products in compliance with City policy and procedures where feasible.
Budget Management
•    Performs monthly bookkeeping duties including AP for invoicing tied to the specific project that he or she is responsible for, from start up through close out. 
•    Asists in the preparation of the annual budget including preparing cost estimates for Parks, Recreation, Golf and Arts facility capital projects.  Prepares project budgets, monitors expenditures to ensure costs do not exceed budget, forecasts financial requirements, approves payments, analyzes variances, and initiates corrective actions.

Minimum Requirements
Education: Bachelor’s Degree in construction science, construction management, building science, mechanical engineering, architecture or related field.  
Experience: One year of progressively responsible professional experience in project management and/or property management.

Minimum Qualifications: 

Technical Knowledge: Must be proficient in the following areas: Microsoft Word, Microsoft Outlook Email, Excel, and a basic understanding of computers and online computer-based technology applications, which includes accessing web based platforms. 

Licenses & Certifications: 
Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

Position Type and Work Hours: 
•    Regular full time, hours may vary with workload. 
•    Evenings/Weekends will occasionally (monthly) be required depending on department needs and special projects.

Work Environment:  
•    Indoors: Office environment.
•    Outdoors/Off-Site: Performs project work site visits including facility sites during summer and winter weather conditions; will be exposed to inclement weather conditions. Meetings, trainings, and site visits at a variety of city facilities and areas.
