We’re in search of a Utilities Design Project Manager to coordinate and supervise water and wastewater capital improvement projects, master plans, studies, and smaller maintenance projects.

Serving as a Utilities Division liaison, you will be at the forefront of community outreach and collaboration with other City departments and oversee design consultants. You’ll prepare estimates, bids, and specifications for construction projects and design the future of water and wastewater infrastructure in Durango. Construction management is handled by the Capital Improvement Projects (CIP) Division, with whom you’ll share an office and work closely. You’ll assist in the development of Utilities Division goals, policies, and priorities and provide staff assistance to the Utilities Manager.

What You’ll Do in This Role:  

  • Collaborate with the community, special interest groups, and other City departments and agencies throughout the planning and design processes; present essential project information; and serve as the liaison for the Utilities Division
  • Manage the entire life cycle of projects, from developing requests for proposals to overseeing consultant-completed design processes of public infrastructure
  • Develop utility project assessments, reports, cost estimates, plans, inventories, maps and recommendations
  • Handle all financial aspects, from applying for grants and securing partner funding to tracking budgets and expenditures for assigned projects
  • Oversee the development and review of master plans, conceptual plans, preliminary and final construction plans, including construction drawings, technical specifications, and special provisions of proposed projects
  • Monitor contractors’ daily work activities, ensuring adherence to construction standards, specifications and timelines
  • Stay updated with public works maintenance and construction trends and assist in shaping the goals, policies and priorities of assigned programs

You Have: 

  • Bachelor’s degree in construction management, civil engineering or closely related field
  • Combination of five years of project management experience in field construction, project design, cost estimation, procurement and risk assessment
  • Skill in reading and interpreting project plans, blueprints and construction specifications
  • An understanding of the operations and services of public works, including water and wastewater systems
  • Basic understanding of the principles and practices of municipal budget preparation and administration
