POSITION SUMMARY:

The City has implemented an asset and work order management software solution across multiple departments, including Water and Wastewater, Engineering, Electric, Parks and Recreation, Facilities, Streets, and Finance.  The Specialist will lead further development, design, analysis, maintenance and on-going support of the City’s GIS-based asset management and work order system.  In addition to acting as the primary manager of the asset management platform, this position will assist the GIS Administrator in ongoing GIS tasks and production in an enterprise environment.  This position will play a central role in understanding the needs of various departments and working with leadership to design effective business processes that will enable better service to our citizens by improving inter-departmental communication and optimizing workflows.

ESSENTIAL FUNCTIONS:

Under the general supervision of the GIS Administrator and IT Manager, this position supports many City enterprise applications and GIS functions. Glenwood Springs is seeking a talented application generalist well-versed in process analysis, design, configuration, and support to manage the asset management and work order management platform. This position will also work closely with all departments to ensure accurate representation of City infrastructure in GIS, and act as the liaison between crew and subject experts from all departments to iteratively refine departmental workflows in both GIS and asset management environments.

Partners with GIS/IT and all participating departments to plan and coordinate the shift of City business processes and workflows into an asset management/digital work order management system.
Maintains vendor support and support escalation procedures for end user issues.
Interfaces with the asset management software vendor to facilitate all updates, patches, and installations including mobile applications.  Communicates with City staff to implement updates and changes across devices.
Develops departmental data reports regarding work order content, resource usage.
Tracks and completes licensing requirements for asset management vendor services.
Develops and maintains application documentation and training materials, provides user training as needed.
Creates and disseminates print maps, file geodatabases, web applications and other spatial products.
Translates proposed and as-built construction drawings into enterprise GIS from various formats.
Assists in the ongoing maintenance and enhancement of existing spatial datasets and web apps, including public-facing applications.
Works with a wide range of City personnel including planners and managers to coordinate and implement geospatial applications representing ongoing City projects.

EDUCATION, TRAINING & CERTIFICATIONS

Necessary:

Bachelor’s degree in information systems, GIS, geography, computer science, or another directly related field.  Equivalent combination of education and work experience may be considered.
Valid State of Colorado driver’s license.
Desired:

2+ years of practical GIS experience including field data collection and digitalization, GPS hardware, mobile applications.
2-4 years of enterprise application support experience, including analysis, design, and implementation.
2-4 years of GIS database development and maintenance that includes various methods of data collection, digitizing, and conversion using ESRI ArcGIS software suite.
Previous experience and direct involvement in asset management solution deployment in conjunction with mobile GPS data collection devices, apps, and workflows.
1-2 years of experience with ad-hoc reporting or specific report-writing software.
