The Environmental Health Manager is responsible for performing administrative, technical, professional and supervisory work in the operations of Environmental Health under limited supervision.  This includes leading and managing the development and implementation of environmental health programs, policies and services, including but not limited to, retail and mobile food safety, school and childcare facility safety, onsite wastewater treatment systems, water and air quality and vector control in order to meet the current and projected needs of Eagle County.

This position ensures the compliance and enforcement of environmental health laws, rules, and regulations set forth by the Colorado Department of Public Health and Environment (CDPHE) and the Eagle County Board of Health. The position also develops, implements and enforces environmental policies, procedures and regulations to protect public and environmental health and natural resources in light of changing land use in coordination with other county departments such as Community Development, Sustainable Communities, Engineering, and others. The position is also responsible for the preparation of various studies and reports; providing technical assistance to county officials; representing Eagle County on environmental committees and work groups; interpretation of and ensuring compliance with local, state and federal environmental laws and regulations, data collection and analysis and personnel administration functions.

Duties

  • Administers environmental health programs focused on: surface and groundwater protection/improvement; air quality protection/improvement; on-site wastewater treatment system permitting and operation; child care and school sanitation; retail food establishment permitting and inspection for food protection/safety; indoor air safety and radon reduction; complaint investigations; disease surveillance; and emergency preparedness.
  • Responsible for the implementation and oversight of policies, procedures, objectives, and evaluation criteria for each environmental health program area; monitors and evaluates ongoing programs to assess program effectiveness, quality of service, and cost justification. Conducts functions of all staff when necessary.
  • Supervises, mentors, and evaluates professional, technical, and administrative personnel within the program including hiring, scheduling; establishing procedures; securing appropriate equipment; evaluating performance; establishing short/long term goals through strategic planning; participation in disciplinary processes, identifies current and future staff development needs and training opportunities. Models professionalism to department staff.
  • Remains current and well informed of local, state, and national regulations to properly educate, enforce, and protect the environmental health of the community.  Provides technical expertise and advice to the Board of Health/County Commissioners, Department Directors, stakeholders and community groups.  Develops strong partnerships and coordination with other County departments, state and Federal agencies, public and private organizations and community groups; represents ECPHE on community and state advisory and planning boards and participates in various committees or special projects as they relate to environmental health.
  • Provides proactive, timely and credible information to the public on environmental health issues and represents Eagle County on such issues. Collaborates with Communication personnel to inform and educate the community via traditional and non-traditional public information channels.
  • Prepares, manages and monitors the program’s operating budget and fiscal matters to ensure compliance with ECPHE policies and procedures. Reviews monthly revenue and expense reports and oversees the administration of program grants, contracts, and memoranda of understanding to ensure performance objectives are met.

  • Assists other County departments with environmental policy implementation and environmental compliance. Provides technical expertise on land use file review and assists with land use regulation (LUR) implementation and amendments. Prepares various reports on the status of projects/programs and updates plans and regulations governing land use and environmental health programs.
  • Oversees enforcement proceedings regarding violations of environmental codes, including testifying in court and preparing/completing supporting documentation.
  • Performs other related duties as required.

Qualifications

  • Bachelor’s degree from an accredited college or university in Environmental Health, Biology or a related field or any equivalent combination of training and experience which provides the required knowledge, skills and ability.
  • Master’s degree from an accredited college or university in Environmental Health with a minor in Public Health or Business Administration. – preferred
  • Four years of experience in environmental health including at least two years of supervisory experience.
  • Must possess a Registered Environmental Health Specialist (REHS) credential by the National Environmental Health Association (NEHA).
  • Valid driver’s license and a satisfactory motor vehicle record.
  • Thorough knowledge of local, state and federal laws, rules and regulations governing public and environmental health administration.
  • Thorough knowledge of the methods, principles and practices of environmental health administration, including knowledge of the current literature, trends, and developments in the field.
  • Experience with fiscal reporting, management, accounting and bookkeeping methods.
  • Proficient with computer programs including word processing, spreadsheets and file maintenance programs including databases.
  • Ability to plan, design, implement, direct, monitor and modify comprehensive environmental health programs consistent with identified needs, standard protocols and within budget constraints.
  • Ability to develop collaborative relationships with internal and external partners, including private citizens, businesses, contractors and other government officials, with a culturally competent approach to all work and communication.
  • Ability to speak publicly and facilitate discussions to gain consensus.
  • Ability to collect, analyze and present statistical and technical data and effectively communicate the importance of this data to a lay audience both orally and in writing.
  • Strategic thinker with the ability to solve problems independently, exercise initiative and use independent judgment.
  • Ability to make well-founded and logical interpretations of codes and regulations quickly and in the best interest of the jurisdiction.
  • Flexible and able to balance competing priorities and interruptions.
  • Ability to analyze and interpret policies, procedures, and technical information to resolve problems, answer questions for individuals with varying levels of education and expertise, and research, interpret, apply, and write documents and reports.
  • Ability to assign, direct and supervise a diverse staff of professional, technical and clerical personnel.
  • Must possess strong political acumen with the ability to provide leadership and expertise to public officials and other professionals at varying levels of authority and influence.
  • Proficient with Google G Suite and other applicable technology applications.

Preferred Work Experience and Qualifications

  • Experience in environmental policy implementation and environmental compliance, including land use file review to assess environmental impact and ability to interpret land use regulations (LUR) and provide input to LUR amendments.
  • Knowledge and experience with the standard accepted principles, practices and procedures of environmental engineering and/or land use regulations as it pertains to environmental impact.
  • Thorough knowledge of standard research techniques, methods and procedures.
  • Knowledge and experience with local, state and federal laws, rules and regulations governing grant applications and the use of grant funds.
  • Thorough knowledge of the ethical guidelines applicable to the position as outlined by professional standards and/or federal, state or local laws, rules and regulations.
