Position Summary:

The Senior Accountant performs financial accounting duties in support of the activities governing the Town of Gypsum.  The Senior Accountant collaborates with the Finance Director on budgeting, strategic planning, and day to day accounting operations.  Responsibilities include management of sales tax, bank reconciliations, and other accounting duties as assigned.

Essential Functions:

·         Reconciles accrued revenues and payables to the general ledger.

·         Assist in year-end audit.

·         Bank statement reconciliation.

·         Credit card reconciliation

·         Assists other departments in financial record keeping, monitoring expenditures, and resolving discrepancies in accounts.

·         Assists other departments with testing and implementation of new financial systems

·         Provides data on sales tax collection, accounts payable, tax collection and reports to management.

·         Maintain sales tax customer accounts in accounting software, Colorado Sales & Use Tax System (SUTS)

·         Interprets applicable codes and ordinances; determines violations and noncompliance; recommends effective corrective measures; participates in collecting delinquent accounts.

·         Communicates audit results to taxpayer or taxpayer representatives both orally and in writing.

·         Communicates audit procedures and results at informal meetings, hearings, and in court.

·         Prepares documentation for issuance of summons for violations and may represent the Town of Gypsum as a taxation expert witness in hearings and appeal proceedings.

·         Receives and processes monthly sales tax returns, contacts vendors on incorrect returns; follows up on delinquent and non-filing vendors.

·         Conducts Taxpayer Assistance Seminars and education.

·         Recommends changes to operating systems to ensure future compliance and continual process efficiency improvements

·         Maintains liaison with appropriate county and state agencies regarding taxing issues.

·         Writes business regulation ordinances in collaboration and coordination with the Community Development Department, and other departments as needed.

·         Educates taxpayers concerning sales tax, audits, collection procedures and tax return preparation.

·         Works closely with the finance team and other departments during the budget process.

·         Monitors and tracks sales tax expenditures/revenues, Accounts Payable general ledger coding and prepares reports as requested.

·         Performs other duties as assigned.

·         Cross training with other accounting functions as needed.

Required Knowledge, Skills and Abilities:

·         Knowledge of the principles and methods of general and governmental accounting and auditing.

·         Knowledge of the principles of public administration and business office management.

·         Knowledge of and ability to interpret state taxing regulations.

·         Skilled in the use of personal computer systems and various application programs.

·         Ability to interpret and apply laws, ordinances, policies, and procedures.

·         Ability to express oral and written ideas and information clearly and concisely.

·         Ability to handle and maintain confidentiality of information.

·         Exceptional ability to establish and maintain effective working relationships with staff and the public.

·         Takes proper safety precautions needed for this position.

Education and/or Experience:

·         Requires a bachelor’s[BB1]  degree in Accounting, Business, or related field, supplemented by one to two years of experience in accounting; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities.  Previous municipal government experience is desirable.

Supervision Received:  

·         Works under the direct supervision of the Finance Director.

Supervision Exercised:  

·         Along with the Finance Director, supervises all aspects of the Town’s accounting processes, working with all departments and specifically with the Accounting Clerk.

Work Environment:

·         Physical Demands:  Sedentary physical work requiring ability to lift a maximum of 40 pounds; occasional lifting, carrying, walking, and standing; vision for reading and interpreting reports and documents; hand/eye coordination for operation of computer; frequent speech communication and hearing to maintain communication with employees and citizens.

·         Must successfully pass a criminal background check and pre-employment drug screen.
