Position Summary Municipal engineer provides senior design leadership on municipal infrastructure and land development projects as part of the infrastructure team. Works closely with the Public Works & Community Development Director in planning and implementing projects and quality control. The Town Engineer also manages Town of Gypsum Engineering standards, design, construction, and review process.

Essential Functions

  • Reviews Subdivision, Planned Urban Development (PUD) and other development plans for compliance with the Town of Gypsum Municipal Code, the Gypsum Public Works Manual and Town of Gypsum Master Plan.
  • Maintains reports and controls on program/project progress and keeps the Community Development Director and Public Works Director informed of project status and significant developments.
  • Reviews and approves the design, costs, change orders, and schedules related to Capital Improvement Projects (CIP’s).  Manages and directs CIP construction in coordination with the Public Works Director, the Public Infrastructure Manager, other departments and external governmental agencies and special districts.
  • Prepares contracts, bid packages, and project documentation, and ensures these materials meet department and regulatory standards. Manages consultants and contractors.
  • In coordination with the Public Works Director and the Public Infrastructure Manager, reviews, maintains, and modifies the Gypsum Public Works Manual and Town municipal codes related to design and construction. Develops recommendations for guidelines and policies pertaining to construction within the Town.
  • Coordinates directly with the Town Infrastructure Manager and the Public Works Inspector regarding site meetings, project standards, construction compliance inspection and acceptance of public infrastructure.
  • Provides technical representation on behalf of the Town before various committees, advisory boards, stakeholder groups, etc.
  • Provides customer service, appropriately responding to complaints/inquiries, identifying solutions, and resolving issues. Proactively identifies and resolves project conflicts.  Coordinates with other departments as needed.
  • Maintains contact with consulting engineers, construction project engineers, Town, County, State and Federal agencies, professional and technical groups and the public regarding activities and services.
  • Meets budget objectives through continual cost reduction/evaluation processes for engineering activities. Develops and reviews Requests for Proposals (RFP’s) for consultants, contractors, and vendors, solicits proposals and bids, reviews bid proposals, and prepares recommendations for management and Council approval.
  • Reviews and mediates construction disputes, reviews/recommends new specifications, meets with developers and developer representatives regarding projects in the community, coordinates projects, and, along with the Public Infrastructure Manager and Public Works Inspector, oversees quality control and assurance.
  • Provides traffic engineering and/or contracts traffic engineering services to provides designs to maintain compliance with The Gypsum Master Traffic and Access Control Plan.
  • Performs Floodplain Management duties, administrating floodplain development projects within the Town.
  • Performs other related duties as assigned.

Required Knowledge, Skills, and Abilities:

  • Competent working knowledge of civil engineering and project management practices and principles applied to storm drainage systems, floodplain management, traffic management, and earthwork, roadway, bridge, and multi-use path design and construction projects.
  • Demonstrate proficient computer skills including a working knowledge of AutoCAD and various Microsoft programs.
  • Ability to work independently and solve problems without direct supervision.
  • Demonstrates capable professional engineering judgment in the assessment of competing and/or contradictory requirements, goals, or standards to guide outcomes that are in the best interest of the Town.
  • Ability to research, prepare and analyze comprehensive technical reports and letters on complex issues. Effectively prepare and deliver comprehensive written reports and concise oral public presentations on complex issues to diverse audiences, including developers, contractors, consultants, property owners, Town staff, and the public.
  • Establish and maintain effective working relationships and provide exceptional customer service to Town employees, developers, contractors, consultants, vendors, other public and private agencies, and the public. Demonstrate respect, collaboration, courtesy, kindness, innovation, integrity, safety, and service. Individuals must be physically capable of operating the vehicles safely, possess a valid Colorado driver’s license and have an acceptable driving record.
  • Must be available to work evening/weekends/holidays in emergency situations and on duty call, as scheduled.

Education and/or Experience: B.S. in Civil Engineering with P.E. certification required.  Minimum of three years of design and construction engineering experience required.

Work Environment and Physical Demands

  • Position requires prolonged standing, bending, stooping, stretching, manual dexterity to operate and use various tools, devices, and equipment; physical agility to walk, climb into confined spaces; working with chemicals; working outdoors during all seasons and all-weather conditions; lifting construction materials, supplies, and equipment. Must be capable of lifting 60 lbs.
  • Personal protective equipment must be worn as necessary where the hazard exists (hard hat, safety shoes, work gloves, safety glasses, etc.).
