Job Title: Environmental Health Specialist I – Waste Diversion

Department: Environmental Health and Sustainability

Classification: Non-Exempt

Position Summary: This role will support and advance waste reduction and diversion efforts within the City of Aspen consistent with the organization’s values and mission statement. This position will monitor the Rio Grande Recycle Center to ensure only the appropriate materials are in the containers; will assist residents, businesses, and HOA’s in utilizing curbside recycling services; will help in educational efforts to help the community comply with local regulations; work in collaboration with Waste Diversion and Recycling Program Administrator to advance Aspen’s waste diversion and Greenhouse Gas reduction goals. This is high public contact work requiring a high level of customer service consistent with the organization’s values and mission statement.

 

Supervision Exercised and Received: This position works under the direct supervision of the Environmental Health Administrator

Essential Job Functions:

Waste Diversion Educating the public about waste reduction through distributing printed materials and face-to-face interactions on how to properly divert waste through reusables, recycling, and composting at Rio Grande Recycling Center, and through curbside pick-up services. Monitoring, sorting, and cleaning at the Rio Grande Recycle Center. Working with businesses and multi-family complexes to increase waste diversion practices. Recording information about participation and violations at the Rio Grande Recycle Center. Relaying feedback from users of the center to the Environmental Health staff. Conduct trainings with organizations and businesses on how to properly recycle, compost and reduce waste in Aspen. Recording public input about waste systems and diversion programs. Tracking how much material is being diverted through various collection programs. Research into zero waste best practices, attend webinars and conferences hosted by partners. Assists the preparation of technical memos and documents as part of presentations to City Council.
Program Support

This position works to support Rio Grande Recycling Center and public outreach by performing a variety of program operational tasks which may include but is not limited to cleaning, picking up materials, or other tasks as needed. Reporting illegal dumping to the Environmental Health staff and communicating with violators about how to comply with the Municipal Code.
This position will collaborate with various City departments to implement waste reduction and diversion practices through trainings and project development.
Outreach

Implements outreach in a variety of programs, including but not limited to design work, coordination and organization of meetings, distribution of information to interested groups, copying and distribution of informational material. Helps plan events, develop material, assist with preparation, and promote community events.
Citizen Concern Response

Responds to and helps resolve citizen complaints related to noise, dust, trash, and other issues.  Investigates issues and enforces city codes related to the environment and protection of health.
Data Analysis

Collects, monitors, and analyzes technical data, develops reports and graphic presentations of results. Surveying residents, visitors, and businesses about waste reduction practices and programs.

Minimum Requirements:

Education: Bachelor’s degree which should include coursework in environmental studies and/or sustainability.

Experience: A minimum one year of professional level experience in environmental sustainability, waste reduction, or other related field is required.

Technical Knowledge: Must be proficient in the following areas: Microsoft Outlook Email, and a basic understanding of computers and online computer-based technology applications, which includes accessing web based platforms.

Licenses & Certifications: Must possess a valid Colorado Driver’s License or be able to obtain one within 30 days of start date.

NOTE: Any combination of experience and education that would likely provide the required abilities, knowledge and skills as determined by the City of Aspen may be substituted for the requirements above.

Preferred Candidate: Bilingual in English and Spanish. Knowledge of waste reduction practices, equipment, and strategies is preferred. Experience in educating people on waste and waste related topics is desirable. A degree in an environmental or sustainability related field is a plus.

NOTE:  This position requires a Criminal Background Check upon hire.  Employment is contingent upon successful completion of a Criminal Background Check.

Regular Full-time, hours may vary with workload
Evenings/Weekends may be required depending on department needs and special projects.
Work Environment:

Indoors: Office environment.
Outdoors/Off-Site: Frequent outdoor work including meetings, special events, trainings.
Exposure: Exposure to heat, periods in direct sunlight, precipitation, wind and cold weather are possible with this position. Occasionally subject to noisy environments. This position may seldomly encounter hazardous materials when handling waste at the recycle center or in alleyways.
